If they'd all go and sit in a busy area...idk...Times Square at the same time, the city would have to do something. Arresting and beating that many people would end badly for the people and the city
So if they destroy all the encampments, and don’t do anything about the people living in them, what do they expect? That they’ll evaporate? That they’ll move into their own houses? That they’ll become invisible to the locals?
