Fighting poverty starts with an education. The best we can do is pour money into better schooling and make it easily available for those in poverty stricken areas.

Adjusted for inflation, the federal government has spent $23 trillion fighting poverty over the past 35 years. But then, the poverty rate has remained pretty much the same. So, it seems we're serious about appearing to fight poverty.

The problem is really not poverty rather the desire of some to not live within their means so they turn to crime to get what they want rather than working for it in a legally appropriate manner.
