But the numbers do matter. The tax difference is only slightly more, implying that if WE want that, all we gotta do is pay that much more in taxes. But for the US to have those programs, it would coat far, far more.

Actually it has both something to do with how they are ruled and subdued as well as how they barter and trade goods-servcies. The homogenized population is more in unison as they all have a common goal/culture of sorts, this allows for easier decisions as a whole unit.

The fact that the entire population of Norway is less than the size of Minnesota has NOTHING to do with how they structure their government???? Oh lord.

A small and homogeneous society is much easier to govern/control.
What costs more? 4,180,000 miles of road or ~58,000 miles of road. Anyone who says "size doesn't matter", does not understand exponential scaling.
