I would be surprised. The filibuster is a tool that has been in the Senate for generations. I understood it is voted on each session (after election) and it part of the Senate Rules they construct as majority party. Dems are a majority party that does not have enough votes.
They should try and get more seats in the Senate next time or convince the hoild outs or encourage some Republicans to join. I think they should set the rules on Filibuster, so not having to actually be there defeats the purpose and I don't think that was the intention of it.
