If THEY don't know, how are we supposed to even begin? Congress has periodically tasked the DoD to present auditable financials since at least 1987. 20 years later, they still had to wait for appropriations before they felt confident buying anything significant.

Power vs force. Empire vs empower. War is a competing, it is a game played with thousands of lives while politicians win votes. So if course it cost money. And some of that money is for bribes and blackmail, we play the game with force and gorilla tactics.
