Agreed. Addiction is mostly a disease of despair. Border protection and incarceration is closing the barn door after the cows have left.

We also desperately need a robust community substance abuse health care infrastructure. We don’t have that. It’s become primarily a for-profit system. The “personal responsibility” model/approach to substance abuse is a dismal, inhumane failure!
