I’ve sat for an hour trying to figure out a polite and elegant way to say that the Democrats refusing to end the filibuster is a big fuck you to the American people.

That's about as polite as you can be. Not ending the filibuster, which is an undemocratic internal Senate rule, clearly shows that the Senate considers it's own traditions more important than American democracy, or getting things done that are supported by the majority of voters
