Why are people living in poverty? Could be a variety of reasons. Maybe they were wronged by somebody. Maybe they were irresponsible with their money and life decisions otherwise. Maybe they got sick. Could be a variety of reasons. Are they able-bodied and willing to work now?

Or.. Welfare for the poor bad. Welfare for the rich good.

Giving to the poor means taking from someone else against their will when it's the govt doing it. Many people resent the govt having such power over their property. Nothing in early American history suggests the govt should have ever been given such a power.
