In the richest country in the world, no one needs to live in poverty; no one needs to be homeless; no one needs to be uneducated; no one needs to be underfed; no one needs to be without healthcare, clean water or healthy food. Every one of those results from bad policy decisions.

A complete and utter malfunction of the heart. It pains me at my core to see. And to know it’s so prevalent and intentional pains me even more.

And it underlies most bad policy. And most of it intentionally so.
There is that, but it goes deeper. I think much of it stems from being poorly educated. What does poverty mean, at the end of the day? Poor health and nutrition while growing up, which affects your brain's development and often a negative environment that isn't good for your EIQ.
I'm not sure I would call it a malfunction, I would consider it more of a symptom.
