Did it occur to anyone that the authors of the IPCC report created by the World Meteorological Org (WMO) & the U.N.'s Environment Programme (UNEP) should have authority to implement the solutions? Passing it back to compromised gov leaders to manage seems futile. #UNITEDHABITATS
