Love how the term negotiation gets used in this legislation, it’s not negotiation it’s dictatorial. Here’s the price we will pay, don’t like it? you pay a 95% excise tax. The previous version would cause price increases and destroy innovation, hopefully this is more thoughtful.

It's not a negotiation. You don't negotiate with the government. It imposes a price, which will cause shortages.
