Being carbon neutral by mid century is certain due to the natural progression of energy technology. Battery issues will be solved, nuclear energy will be abundant, electric vehicles everywhere, and fossil fuels in steep decline. All with little government action.

they get it, they just think that those who are important enough to survive the coming catastrophes will have enough $$$ to be able to survive through it. they’re on board with cutting carbon emissions through the culling of the population, so long as it’s the poors dying.

Literally the only thing they do is travel from distant lands to meet at fancy resorts for 3 days & issue vague non binding resolutions and press releases about their personal, but not legal, commitments to the cause. Nice work if you can get it.
