Why would any development/ r&d/ product ever stop unless there is global(!) consensus. Humankind is probably fckd, cause: humans ... on a global scale (worse than just family or neighborhood battle.) One culture fighting the other. One economy trying to overtrump the other. /50c

For sure, don't want this in the world at all. Even with a global "security" paradigm centered on a rival powers model, can't those rival powers just agree to fixed and proportional limits so everyone can focus more resources on peace and prosperity?
