Either he's lying, or admitting that the American empire is on its last legs. I don't know which but I do remember when W. ran in 2000 he promised a "more humble" foreign policy and an end to "nation building", so..

Oh, so does that mean we will stop selling weapons to every nation on the planet that is friendly (dictators are our friends too!) to us? Does it mean withdrawal of all US forces in all 900 bases spread out around the globe? Does it mean pulling back our navy to our shores?
