I would argue the latter is the logical conclusion of the former.
The situation cannot be fixed, and the intention of the joint chiefs of staff have been clear for months. You can't convince Pentagon beurocrats to behave morally because they can't. All the messy exit does is send a message to would be collaborators that we don't give a shit.
