I would politely, quietly and slowly ask people holding water tank to allow me using it and if they refuse I would celebrate meritocratic decision.

Yes. By definition all fires are put out incrementally. Unless you can teleport your home into the vacuum of space or can drop a water balloon the size of a semi-truck...
