Problem is, the government needs the fire to keep burning.

I'd have check with my donors (aka employer) first. Do I contact my front line supervisor or HR?

Lately, there are a band of incrementalists at a network that should be called Whoa! Not TYT. Maybe the freshman decided to move because she knew what was coming had she acted like the rest. But, she did right, so no explanation needed. She saved lives.

If it cost money to put the fire out, I'd assess the likelihood of the fire being put out by the remedy I can afford. If it wouldn't be put out anyways, I'd save what I can and watch it burn. No sense in losing the house AND falling in debt.
