These relaxed rules seem to be for existing buildings ... They include eliminating ground fault outlets near sinks, fire extinguishers on each floor and fans or windows in bathrooms ... this is not only dangerous ... if you were building new ... it would be illegal.

Ok but how are landlords going to exploit the need for housing for never-ending profit if they have a bunch of pesky codes they have to follow??
