Not sure what you mean by “belong,” but on its face that’s an irresponsible and inefficient way to allocate scares resources that would assure that everyone is unable to maximally benefit from them.
Presumably that means the people who were here before we got here should own the resources. Even if they weren’t capitalists & mostly did not believe in property rights.
Yes, the resources of the country do belong to people of the country, but private resources do not belong to the people. Taxation is theft of private property and why a just government is a limited government with restricted power.
