It does, just not all its people. That's how they operate. The privileged class are the only ones with freedom to pillage and destroy. But they claim to be citizens even when they don't pay their fair share in taxes.
With some for taxes, bc ave's like pure science & Climate are beyond capacity of everyone to always get the significance of.. Some deserving don't even get why edu-for-all, or why justice and privacy, hence excellent courts.
