For it to happen you need a peace industrial complex.

It's essentially what the Department of State should do. Instead, they are a Spy Agency & work to make the world safe for capitalist dictators.

Republicans and Democrats would just defund it to the point of irrelevance and it would die quietly in the dark. Neither party has any profit motives related to peace of any kind.

I hope that is better than a ministry of truth.
