Ms. Williamson, please if you have not seen the documentary The Trials of Gabriel Fernandez on Netflix do watch it. I can't forget it, and the dysfunction, corruption and indifference of those managing poverty in city and federal government. It is so horrible.

The sad reality is the alternative is worse. Many states have to use offices and hotels for children in foster care which would have even more unsafe conditions according to state regulations.

Ok. Agreed. But who, Marianne? A Federal judge held the state agencies that oversee fostercare here in contempt to force them to move faster in reforming. Everyone in Texas, and every other state, knows the foster care system is f@cked. So, where should we start?
