He knows the Filibuster needs to go ... he's just playing a BIPARTISAN GAME ... a CHARADE so he won't be criticized for not including the Republicans ... it's just smoke and mirrors ... but the next election will be here soon and these bills need to be passed before that happens!

Which is why he says those things to begin with. He gets to say things that people like without ever having to worry about them actually coming to be because he doesn't want them himself. This is the con.
