To have Child poverty in a 1st world country is deplorable. But then again is the US a 1st world country ?! I´m writing from Scandinavia and i´d say no

Which half do they choose to leave in poverty and on what criteria do they decide who gets left behind? Is it a lottery? Is it by zip code? How do they distinguish? Do they leave everybody in poverty, but reduce the gap to survival? I’d like concrete answers.
