Reduction of carbon emissions is an emergency situation, so no it cannot wait. In addition to that it will create tremendous economic opportunity very much needed coming out of the pandemic.

The fear that has followed COVID has very much hurt public transit. It will take a lot of public education and truly a cultural shift to make trains ‘ feel safe’ to people again. We need to really focus on getting the COVID fear reduced,IMO- otherwise its a wasted initiative
