Well yes, that is the new, cool, hip thing for people on the political left to say. But does it actually mean anything? WHAT is this “different set of values”? Got any specifics? And how well do they apply to stopping a violent criminal in a real-world situation?

But remember that a sweet, “give them all a chance” police force is no match for many horrible criminals in the US. If police let down their guard even one second, they’ve got the cop’s gun.
