Why stop at 3%? Make it 20% or 50%. It will still be wasted by government and those who innovate and create will go elsewhere.

With private charities they are choosing who is "worthy" and that's unacceptable.

There should be a 100% #WealthTax on billionaires, and on high income, with the ceiling level linked to the average of the bottom 5%tile (wealth & income). When that rises, so will the ceiling.
