Can someone explain to me how an assembly can be declared unlawful? Has this been tested in the Supreme Court? If people are committing crimes, then arrest them. But just blanket arresting people because they are there seems unconstitutional.

They're never held accountable, so why would they change?

The governor who called up those brutalizing forces is a an establishment Democrat. His police "reform" package he got passed through the legislature last year was little more than half measures that only gave the appearance of reform without any systemic changes.
