IN EUROPE THEY DO NOT TAKE RESPONSIBILITY FOR THE POLICE KILLINGS. LIKE IN THE OLD NAZI DAYS WHILE IN SOME AT LEAST TRY TO HOLD THE POLICE ACCOUNTABLE.

I don't buy that's it's merely lack of training. I believe they intentionally choose applicants who are likely to be violent goons who will have no qualms about blindly following orders as long as they get to crack some skulls.
