You're missing an essential element.
Yes there is the training, but there are additional tests, one of them being a "personality test" and a probation internship. And to get higher up (for example to become an inspector) again 18 months education + tests + probation, etc.
Ignorant on every level. The idea that training is a solution is discredited daily by the news.
And the European comparison wtf?!? They kill less cuz everybody white, not cuz cops are more educated. Who do you think set up this whole system in the first place?
Americans have guns and the entire society is backward so its obvious, they are White Afghanistan. Hence they also need an Army type militarized police.
