If you spent less time cuddling your child-labor mined crystals YOU would learn enough to know that @VP IS NOT *PROPOSING* A WATER MARKET. She is addressing the *reality* of WHAT IS COMING to the distribution/sale of scarce water, and how we need to deal with that.
