The govt didn't do this before they agreed to pay them to develop the drug? #amateurmove they were supposed to build at least a 2 year window for the drug to be field tested, then let them apply for intellectual property in 20whatever.

If Money is more important to them than saving lives. I don’t know why they would have to consider that because we all already know that they think it is.
Whether the donor class will allow them to do this, or if their punishment in campaign cash would be bad enough that they'll lose power
