A: Because it is so small in area (1/20th the size of tiny Rhode Island!) that elevation to statehood would create the perception (and maybe the reality) of packing the Senate with one’s preferred party. Making cities into states is a form of gerrymandering. #A2E

Requires a constitutional amendment. Amending the constitution requires 2/3rds of states.....broad bipartisan support. This is not something you can force thru via legislative slight of hand
