Either we think people are inherently evil & we need to protect ourselves & loved ones from evil in society; or we think people are inherently good and we need to foster that good in every way possible to create a good society. That’s the philosophical struggle underneath it all.

Thinking people are inherently good doesn’t mean you fail to recognize evil. You do recognize it & you see the need not only to protect yourself but also to push back against it. But your energy and resources go more towards fostering good so that new forms of evil do not emerge.

Well, I think propagandists have used the specter of evil to gain political, social, and economic power. Fear and othering are such powerful tools tyrants use to get elected. Incentives are currently lined up behind a view of people as evil.
