At the deepest level, establishment forces don’t have such a problem giving money to the poor; they have a problem giving power to the poor. Subconsciously they fear a retribution that in their hearts they feel they deserve.

I say it is more that Subconsciously they believe that the poor are not deserving and Consciously they want to keep it that way. They don’t fear what they deserve, they simply see anyone Under as undeserving.
