A high proportion of these people want to leave their homes because their parents, partners, kids, siblings have already left for the US. The rest are fleeing violence. No one wants to risk the journey and "win" a life as an illegal for the fun of it.

The United States government created the situation we're dealing with today. But I believe you're right, a Marshall-type plan may need to be part of the solution.

First the US has to stop what it is currently doing; supporting a dictatorship in Honduras and sanctioning Nicaragua. Then we can talk about Reparations for all the coups, death squads, and capitalist exploitation we have inflicted on Central America.
