It's not "negative" to point out that the hour is too late for incremental measures. The Covid Relief bill was an immediate rescue plan, but nothing close to structural transformation. Without fundamental reform the rage that produced Trump will not be quelled & it will reemerge.

The Atlantic during the election said Americans may think they want a return to normal but if Biden leads as a corporatist it will give rise to a far right candidate in 2024. KB said at the same time; "It will make Trump & Bernie look quaint!" And recently "A Trump on steroids"

The #AmericanRescuePlan is a big help, but it is NOT systematic change, it's temporary. The comparisons to FDR are greatly exaggerated as many of this assistance ends in 1 year.
