When the Republicans want something - like, say, huge tax cuts for the very rich - they don’t just pass a fraction of the tax cut and say “Well at least it was a start.”

You are right ... they're not afraid to pass the whole tax cut, especially if it's for the rich ... they'll simply tell the masses it will make their lives better ... all this wealth will trickle down to them.
And, when they have a majority in the Senate or the House, they don’t give a ra about what democrats think about their policies or agendas. Bipartisan who, bipartisan what?

OTOH, when they pass such tax cuts, they do so assured there will be sufficient bipartisan support. Such isn't the case with programs designed to assist the majority of the people.
