I think they are just happy about actually getting something done that will help a lot of people. That is not easy in this system.

In fact "they" (DOD can clean up their military contractors and defund one large project that they KNOW is dangerous to life and dole out this money directly to We the PPL- It could lift hardship off hard scrabble poverty

No they can't especially with bad schools, drug use, dropping out, single parent households. Individuals need to do their part. Equal opportunity.
