They negotiated down with down with other Dems. Because the Dems do not want to be voted out OR it is going to hurt some of their buddies. The bill is mostly BS anyway. Mostly paying off their friends and laundering money back to themselves.
Pleasing Republicans is a tradition for them.

The two ruling party's latest assault to cripple third parties is the HR1 bill. It would quintuple the amount of money third party presidential candidates will be required to raise for federal matching funds and lift limits on dark money.
