Every rule, and every rule change put there for the short term benefit of one party will eventually get used by the opposing party.
If the filibuster is wrong on general principles, eliminate it.
Otherwise, it's not the problem.
Fair enough.
My choice for elimination: bills that enact multiple unrelated changes.
Each bill should have one clear purpose that can then be debated and voted on, without being entangled with other agendas.
What seems wrong is to have bills that are 600+ pages. Why not limit bills to individual new law proposals. Vote on them individually and no filibuster would ever be needed.
