Who how what decided what feathers will be red and what feathers will be blue and what feathers will be green?

The colors are fashioned by the one Creator, who created Everything. Has ANYONE else EVER created/designed/fashioned a single cell/color? Has it ever occurred to people that a pigeon has always remained white, and a peacock blue, and so on. Its not the animal's choice to change
