It’s abysmal that the minimum wage is $7.25/hour. It’s even more abysmal that we can’t find 60 Senators who agree with that sentiment.

They know and they don't care. They didn't think they would get *this* far, so they're going to just keep going, like drunk gamblers, addicts, all of them.
They know exactly what they're doing: 1. Keep donors satisfied by passing nothing significant 2. Lose next midterms and general 3. Blame the losses on progressives 4. Use pragmatism as an excuse to elect more centrists 5. Brag about regaining "control" of government 6. Repeat
