It is international law that the people of an occupied territory have a right to the resources of that land. On that issue, Israel in egregious noncompliance. They do not occupy Gaza, by the way, but the blockade is horrible and immoral.

Actually international law prohibits the occupation of a territory taken by use of force, as the West Bank was. International law also prohibits collective punishment.
