We could just go back to the way electricity was regulated before. But a general ban on profiteering off of crises would be good.

We have those laws. This is the result of HW Bush deregulating our energy grid back in the 2000s, which resulted in Enron. Which was based out of Texas. We've seen the signs for years, but our politicians stay in power too long and don't change things.
