Exactly so any sane person knows both parties know what they did giving up the bank at the start of this they knew what they were doing they always planned on the intel agencies monitoring our behavior then telling them how many of us they can push into the gutter.
Retroactivity is always necessary if you are truly making amends. There is a reason they call it stimulus & the reason is pretty horrible.
