Corrupt government only helps themselves. It's a good thing to help others as an individual.

Never...but helping people with other people’s money is stealing, either from current (taxes) or future generations (borrowing). Help those who need help but don’t spend more than necessary for votes or allegiance..

When you forced it on people. Whether they didn't want to help, whether they didn't want the help, nor whether they wanted to help some other way matters. It's that it was forced.

When it became a political tool to be used in name only with no actual intention to fulfill. Also the retention of 90% for "administrative costs". Also when the people didn't ask for help and were used as pawns. Also virtue signaling for likes. And more...
