If Democrats would just come out and say "We'll make sure that those $2,000 checks are in everyone's hands, and we're not making it a lower income level for those who receive it" - then DO it! - they'd cruise to a win in 2022. There is no good economic or political reason not to.

Yes there is sadly, if the people try to revolt they can utilize those empty prison facilities they recently made across the country to detain "terrorists" or "immigrants" there aren't enough of them for these facilities. They are for Americans who try to defend themselves

The New Deal Coalition of 40 years was built on simple universal programs that were extremely popular. But the modern Democratic Party is still riddled with neoliberalism which has been dominant for 40 years.
