one reason is because demand drives burning the fuels if you stop producing it here, everyone buys from over there (saudis and stuff) not saying it's a bulletproof argument, but there's sanity in thinking the only solution comes from demand-side by making renewables cheaper

Well, first you'll NEED to be a grimy politician who's been on the Washington grift train for 40+yrs, who sympathized with a segregationist. You'll also need to be the better alleged RAPIST of the two running for president in 2020... Basically, you'd need to be Joe Biden!

First step is to reduce oil consumption by building high speed rail, streetcars, metros, cycling lanes etc. Banning fracking before this first step leads to more imports of oil from those authoritative regimes which spread harmful ideologies.
