if you stop producing it here, everyone buys from over there (saudis and stuff)

First step is to reduce oil consumption by building high speed rail, streetcars, metros, cycling lanes etc.
Banning fracking before this first step leads to more imports of oil from those authoritative regimes which spread harmful ideologies.
