A truthful answer? Democrats aren’t the “Winning” party. They’re the “Whining” party& play the victim. Their job is to sign military & corporate spending. Then on everything else they cry “Boohoo. Republicans won’t let us do it.” But now they have control & don’t know what to do.

This puzzles me too... would it be because democrats follow procedure and others disregard rules?

Because dems are scared to look bad . As they actually look up to the republicans... like children to their parents...

Because they know negotiating erodes their base and depresses turnout where the DNC mistakenly believes the body politic is moved by reason and thoroughness.

Because Democrats carry their water.

The republicans are a bit faster than dems simply because they are always trying to stay just ahead of the sheriff, ‘cause they are always breaking the law!
